Every year, the city of West Hollywood holds one of the biggest
Halloween celebrations around. Santa Monica Boulevard is shut down and a
costume carnival parades down the streets!
And who better to be crowned the Queen of West Hollywood during their Halloween Carnival than Rihanna?
The sultry singer was surprisingly not in costume for the event, in which she was given a key to the city and a tiara! Rihanna's mother Monica was also there to show her support!
